This section of the book reminded me a lot of Simon Sinek's other book "Leaders Eat Last" where he talks about creating the "circle of saftey" and the significant important that trust has in creating that. The Why has to trust that the Whats will always represent the why the best they can and the Whats have to trust that the Why will always represent them the best they can. If one severely fails it can significantly damage the other. Each group needs the other and they could not survive on their own without the other. Without direction you are just doing "stuff" and without someone to hear your message you are just a crazy person talking to them-self.

You can’t convince someone you have value, just as you can’t convince someone to trust you. You have to earn trust by communicating and demonstrating that you share the same values and beliefs." This made me think of times that team members in organization have struggled to trust me or the department I am representing and I think it really does come down to communicating what I/my organization values and looking for common ground to build that upon.
